DISTRICT SRINAGAR

17.1 Srinagar District in its present form comprises three tehsils, namely Srinagar, Ganderbal and Kangan. The District covers an area of 2228 sq. Kms. It has 101 Patwar Halqas covering 252 revenue villages with a total population of 12.02 lac souls as per 2001 census. The District is covered by 5 C.D. & N.E.S. Blocks having 93 Panchayats.

17.2 With the creation of District Ganderbal vide Govt. order referred to in Chapter I, two existing tehsils namely Ganderbal and Kangan along-with the newly created Tehsil Lar, are proposed to form the new District of Ganderbal.

17.3 The present Tehsil Srinagar has been divided into two tehsils with river Jehlum as the dividing line. The two tehsils may be known as Tehsil Srinagar-North, portion falling on the right side of river Jehlum, and Tehsil Srinagar-South, comprising the area falling on the left side of the river.

17.4 It is said that emperor Ashoka laid the foundation of his capital of the region just near the present city and named it ‘Srinagari’. Various rulers from time to time changed their capitals from place to place in the neighborhood and gave their own names to the city. In 1223 A.D. famous ruler, Sadru-din-Rinchan Shah gave the city the name of Rinchanpora. But ultimately the original name ‘Srinagar’ was restored and it continues to be called by that name.

17.5 During the early part of twentieth century, 1919 A.D., Kashmir valley had only two Districts, Zila Anantnag and Zila Baramulla, and Srinagar formed part of Zila Anantnag. It became a separate District in 1951 A.D.

17.6 Srinagar District is centrally located and can rightly be termed as the heart of Kashmir Vale. It is surrounded by District Budgam on south west, District Pulwama on south east, newly created District Ganderbal on north and newly created District Bandipore on west.

17.7 It would not be an exaggerated statement that the history and evolution of Srinagar is the history and evolution of Kashmir. Srinagar excels in all that is beautiful − God made or man made. The intricate but attractive designs woven on the carpets and Jamawars, the marvelous wood carving feats exhibited on the huge wooden sheets and columns of Khanqah-e-Moalla and Nagashband Sahib’s shrine, the copper work engraved on the traditional copper utensils and manufacture of a host of other handicraft items can be specialty of only the artisans of this place. 


The existence of highly revered Muslim, Hindu and Sikh shrines, the famous Mughal Gardens, the Dal, Nageen and Anchar lakes, the archaeological site at Burzahama and the old wooden latticed window houses are peculiar to Srinagar only. It is really un-imaginable to think of Kashmir without Srinagar.

17.8 With the advent of popular rule in 1947, the process of economic development was set in motion. Over a period of about three decades it was observed that the administrative units existing at that time were quite unwieldy and their jurisdiction was spread over large areas as a result of which the fruits of economic development were not getting equitably distributed. 


With the intention of making the Administration more effective and responsive, Badgam District was carved out of Srinagar District in the year 1979, and only three tehsils remained with it as stated at para 17.1 above. The period after 1979 saw a significant progress in the economic prosperity of the District with Srinagar city expanding on all sides particularly penetrating into Budgam district.

17.9 The expansion and improvement of the Srinagar Airport, which conveniently functions as an international airport during the Haj periods when flights take off direct for Jiddah and back, the construction of Sher-i-Kashmir International Convention Complex on the banks of Dal Lake, the laying out of Royal Springs Golf Course just by the side of the said convention complex (RSG Course is Asia’s biggest and worlds nineth biggest golf course), the laying of railway line in the Valley with Nowgam being the biggest station enroute, the construction of Sher-i-Kashmir Institute of Medical Sciences, Agriculture University at Shalimar, Institute of Hotel Management on the banks of Dal Lake and the implementation of a number of other development projects have been raison de’ter for the spread of urbanization from Srinagar city to other areas, at an unprecedented speed.

17.10 While carving out the newly created District Ganderbal out of the existing District Srinagar and demarcating the boundaries between the two districts, the main consideration with the Demarcation Committee has been the present level as also future trend of urbanization, and obviously, the ability of providing civic amenities by the State Government, to that particular area. Undoubtedly, Srinagar being the summer capital of the State Government, Srinagar District Administration is better equipped in all respects than other districts, for providing required amenities as also in attending to other day to day problems of the residents. The Committee has also tried to make, to the possible extent, the limits of the new District Srinagar co-terminus with the limits of Srinagar Municipal Corporation.

17.11 With the said considerations in view as also after considering various representations received from the interested people, organizations, spot visits as well as holding discussions with the residents, legislators, District and Divisional Administration, the Committee makes the following recommendations:-

i. Two Patwar Halqas namely Buch Pora and Zakoora comprising eight villages namely Owntabhawan, Buchpora, Omerhair, Devipora, Gulab Bagh, Zakura, Rakhi Zakura and Sayidpora Hamchi from existing Tehsil Ganderbal be taken out from the said Tehsil and included in Tehsil Srinagar North. Majority of the population of these villages are settlers from Srinagar city and therefore want to be with Tehsil Srinagar-North. A few persons from Zakoora and Gulab Bagh met the committee members and expressed their un-willingness to be included in District Srinagar because of the proximity of these villages to Ganderbal. However, these areas, have, completely or to a very large extent, become urbanized and therefore their emotional and commercial bonding with Tehsil Srinagar.

Even Srinagar Municipal Corporation limits extend beyond these villages and go right up to Pandach (Nagabal). It would be quite natural for the Srinagar District Administration to attend to these areas in times of need or emergency like floods, inundation, road clearance during snowfall,

medical care and other natural calamities.

ii. 13 villages from District Budgam (8 from Tehsil Chadoora and 5 from Tehsil Budgam) be taken out and included in Tehsil Srinagar- (South) of District Srinagar. These villages have completely been urbanized and need to be part of District Srinagar on the same grounds as mentioned at subpara (i) above.

17.12 This exercise entails re-organization of Patwar Halqas in Districts Srinagar, Budgam and newly created District Ganderbal which may be done by the competent authority in the Revenue Department. It also involves division of a few Patwar Halqas. Though the Committee is not in favour of division of any existing Patwar Halqa, however, the instant case is recommended as an exception.

17.13 The Committee considered the issue about the location of the two tehsils also. It is of the view that the present Tehsil Khas headquarter can be the Tehsil headquarter for Tehsil Srinagar South, and for the location of Tehsil headquarter for Tehsil Srinagar North, the Govt. may consider any other place keeping in view the convenience of the people.

17.14 Accordingly, District Srinagar may comprise the following:
