DISTRICT SAMBA

8.1 It is said that Samba was a principality established somewhere in 1400 A.D. As per folklore Malh Dev, the younger son of Rai Saidu of Lakhanpur was the founder of Samba principality, who married into the family of Ghotar a local tribesman. After his marriage he stayed at Samba and made himself the master of the tract with Samba as its capital. Samba ultimately came under the supremacy of Jammu, during the period of Hari Dev, in 1816 A.D. and in 1846 A.D. it became an integral part of the J&K State.

8.2 At present Tehsil Samba is a constituent of District Jammu, the largest District of the J&K State in terms of population, with an area of 82,452 hectares and population of 2,45,016 as per 2001 census. It is a seat of Sub-Divisional Magistrate with headquarter at Samba.

8.3 Samba town is situated on a hill on the National Highway 1–A on the bank of river Basantar at a distance of forty kms from Jammu. Tehsil Samba is bounded by District Udhampur in the North, District Kathua in the East, Tehsils Jammu and Bishnah of District Jammu in the West, while on the southern side it has International Border with Pakistan. Most of the area of Tehsil Samba is Kandi area although some parts of the Tehsil are forging ahead in agriculture production with the strengthening of Ravi Tawi Irrigation Project.

8.4 A modern industrial complex is coming up on the bank of river Basantar at Samba. A number of small and medium scale industrial units have only recently been established there in the complex. A good number of unemployed youth, skilled and unskilled local labourers are employed in these units. The economy of Samba is developing rapidly because of industrial growth due to establishment of these enterprises.  

A Govt. Handloom Development Project established by SICOP at Samba is providing employment opportunities to a large number of traditional weavers who are residing in and around Samba town and earn wages by way of weaving cloth for the project. Samba is also famous for traditional Calico Printing, where local made dyes are used for printing locally weaved cotton fabric.

8.5 People of this Kandi belt were clamouring for a long period for District status with its headquarters at Samba. The Govt. has now ordered creation of District Samba and the Committee has been asked to demarcate geographical boundaries of the new District. The Committee visited Samba, Mansar, Majalta, Bishanh and other adjoining areas and received a number of memoranda/demands from the public and prominent citizens of Samba. The Committee also discussed the issues concerning identification of boundaries of the new District Samba in detail with District Development Commissioner, Jammu and other officers of the District Administration as well as sitting/Ex-Legislatures.

8.6 At Samba, a deputation of prominent citizens of the town met the Committee and represented that while carving out new District, the Committee should explore the possibilities of attaching areas of adjoining Tehsils like Tehsil Jammu, Bishnah, Hiranagar etc. 


They further suggested that Niabat Majalta of Tehsil Ramnagar of District Udhampur, which has been upgraded to Tehsil be attached with new District Samba as the people of Samba and Majalta have close social, economic and trade relations with each other. It was however, added that in case new Tehsil Majalta remains part of District Udhampur, village Hardollian of Patwar Halqa Kard, with an area of 1574 acres and population of 445 be detached from Tehsil Samba and attached with Tehsil Majalta on the grounds that the public of village Hardollian have easier road communication with Majalta than Samba. This issue has also been discussed at para 9.9

(iii) of chapter IX, and on the grounds mentioned therein it has been proposed to detach village Hardollian of Patwar Halqa Kard Tehsil Samba to be added with new Tehsil Majalta.

8.7 Surinsar–Mansar Lake–Purmandal–Utterbehni Tourist Circuit

i. Lake Surinsar is a peaceful, lovely tourist spot thirty kms away from Jammu surrounded by hillock all around which are covered with pine trees providing a cool and healthy environ to the visitors. It is increasingly becoming a popular picnic spot. With improved communication facilities the importance of Surinsar is likely to be further enhanced. In the center of the Lake there is a small island full of green trees which further adds to the beauty of the Lake. This Lake is situated in village and Patwar Halqa Surinsar of Tehsil Jammu.

ii. At a distance of fifteen kms from Surinsar there is another popular tourist spot namely Mansar Lake which is linked with Samba by a motorable road known as Samba-Battal road. Samba is at a distance of thirty kms from Mansar Lake. Temples of different Hindu Gods and Goddesses surrounding the Lake add to its attraction for religious pilgrims. The Lake area looks quite beautiful as it is surrounded by forest covered hills. A tourist complex including a few tourist huts and rooms situated on the bank of the Lake provide accommodation for those who want to stay there.


With an eye on giving boost to tourism, the Govt. has constituted a development authority known as Surinsar – Mansar Development Authority. Presently Mansar falls in Tehsil Ramnagar of District Udhampur.

iii. Purmandal is a religious place situated in Tehsil Samba which is at a distance of thirty nine kms from Jammu and is also connected with Samba via Purmandal-Utterbehni-Vijaypur road. According to local lore Purmandal used to be a seat of learning in the distant past having old Shiv temples. It is also called “Chotta Kashi” and is a place of significant religious importance. It is surrounded by the Shivalik Hills and possesses a great natural beauty.

iv. Utterbehni is another place of religious importance with centuries old temples located at a distance of about five kms from Purmandal. It is situated on the banks of legendary Devika.

8.8 i. The Committee after giving thoughtful consideration and taking into account the views of all concerned in the matter, has come to a conclusion that for the sake of better coordination and purposeful development of these spots of tourism and religious importance, they should remain under one Authority as well as one District. It may be in place to indicate here that the Committee has the information that construction of a road linking Surinsar with Purmandal has already been taken up under ‘Prime Minister Sarak Yojna’. 


With the construction of this link road, the road distance from Purmandal to Surinsar will be 15 kms only and the road when completed, Surinsar, Mansar, Purmandal and Utterbehni shall become an important religious tourist circuit. As indicated in the preceeding paras presently Surinsar falls in Tehsil Jammu (District Jammu), Mansar in Tehsil Ramnagar (District Udhampur), while Purmandal and Utterbehni are part of Tehsil Samba, now upgraded to District. In case the status-quo in maintained, the concept of coordinated and comprehensive development of these spots of religious tourism importance may remain a dream. 


At the same time it may not be out of context to add here that District Development Commissioner Jammu, who generally remains overburdened with other important activities of the vast District, may hardly find time in attending to projects mentioned above, whereas the District Development Commissioner of the new District Samba shall have ample time for the purpose.

ii. For these reasons, the Committee proposes that since Purmandal and Utterbehni are part of Tehsil Samba and will remain part of new District Samba, the twin Lake area i.e. Surinsar Lake and Mansar Lake should also go to the new District Samba.

iii. Further, in line with the general principal adopted by the Committee not to disintegrate existing Patwar Halqas unless certain special circumstances warrant the same, the Committee recommends that Patwar Halqa Channi Mansar comprising three villages namely Channi Mansar, Bhati Bari Garh and Bupnergarh presently part of Tehsil Ramnagar District Udhampur and Patwar Halqa Surinsar comprising two villages namely Surinsar and Chilla of Tehsil and District Jammu be attached with new District Samba.

iv. It may however be in place to mention here that a village named Bupnergarh already exists in Tehsil Samba. With the proposed transfer of Patwar Halqa Channi Mansar there will be two villages of the same name in Tehsil Samba; therefore, a need would arise to rename one or both the

villages.

8.9 BAIN BAJIAL – AIATHAM AREA

i. Patwar Halqa Bain Bajial comprising nine villages namely Dawara, Rangoora, Majeen, Sidhra, Bain Bajial, Chak Ladgan, Kupad, Malhori Jagir and Pargalta, and Patwar Halqa, Aiatham comprising four villages namely Sail Jagir, Aiatham, Paidgran, Khanna Chadgal are part of Tehsil

Samba, but are situated adjoining to Jammu city. Some areas of these two Patwar Halqas including Sidhra are already part of Jammu Municipal Corporation. These Patwar Halqas need be excluded from the existing Tehsil Samba and attached with Tehsil Jammu as they are much nearer to

the headquarters of Tehsil and District Jammu than Samba.

ii. The Wazir Commission in its report had also proposed for deletion of

these two Patwar Halqas from Tehsil Samba and their addition in the

proposed Tehsil Bahu.

iii. In view of the above it is proposed that two Patwar Halqas namely Bain

Bajial and Aiatham comprising thirteen villages namely Dawara,

Rangoora, Majeen, Sidhra, Bain Bajial, Chak Ladgan, Kupad, Malhori

Jagir, Pargalta, Sail Jagir, Aiatham, Paidgran, Khanna Chadgal be

detached from Tehsil Samba and attached with Tehsil Jammu.

8.10 BISHNAH AREA

As discussed in detail at para 3.6 (iii) (Chapter-III), the Committee feels

that sixty four villages of two Agrarian circles No. 8 and No. 9 of Tehsil Bishnah which

are geographically very close to the new District Samba should be attached with it. Thus,

keeping in view the public/administrative convenience, these villages are proposed to be

made part of new District Samba after their deletion from Tehsil Bishnah of District

Jammu.

8.11 GHAGWAL AREA OF TEHSIL HIRANAGAR

As mentioned at para 8.3, Samba is situated at a distance of forty kms

from Jammu. The limit of Samba Tehsil start in the North from Bari Brahmana which is

twenty seven kms away from Tehsil headquarter and on the Southern side limit of Tehsil

ends at a distance of four kms only. With a view to make the new District a viable

administrative unit, there is the only possibility of extending its jurisdiction/limits by

detaching some areas adjoining Ramgarh of Tehsil Samba i.e. from Tehsil Bishnah and

some areas adjoining Samba from Tehsil Hiranagar. After considering all the factors and

having deliberations with the District Development Commissioner, Jammu and Kathua

on the subject, the Committee is of the view that in addition to sixty four villages from

Tehsil Bishnah as proposed at para 8.10, eighty one villages of Tehsil Hiranagar can be

conveniently made part of new District Samba after detaching the same from Tehsil

Hiranagar, District Kathua. In this connection, it may be pertinent to add here that a

deputation from Ghagwal area had called on the Committee at Samba with a written

representation stating therein that Ghagwal be given the status of Tehsil. Ghagwal is

situated at a distance of ten kms from its Tehsil headquarter Hiranagar. Since, the offices

of the Block Development Officer, Block Medical Officer etc. are already there and

Ghagwal is a central place for a large number of villages of the area, there is an eventual

likelihood that Ghagwal gets the status of a Tehsil. Anyway it is more convenient for

people of Ghagwal Block to be part of Samba District than to remain with District

Kathua. As the matter of creation of new Tehsils is not within the ambit of the terms of

reference of the Committee, it may not be appropriate to offer comments on this issue.

But in any case the Committee recommends that villages forming part of entire C.D.

Block Ghagwal numbering eighty one be made part of new District Samba. This way the

new District Samba will become a viable and composite administrative unit.

8.12 BARI BRAHMANA INDUSTRIAL COMPLEX

i. Bari Brahmana is a Niabat of Tehsil Samba where the State’s biggest

Industrial Estate, developed by J&K SIDCO is located. A large number of

new industrial units have come up in this complex in the recent past. Many

renowned industrial houses from outside the State have established their

units in the complex. Almost all unit holders established in the Bari

Brahmana Complex have their head offices at Jammu. For issues related to

land, power connections, financial arrangements with financial institutions

like State Financial Corporation and various Banks, for Sales Tax, Excise

Duty and for other purposes the unit holders have to come to Jammu off

and on.

ii. Therefore, in the interest of development of industry in the State, the

Committee purposes that three villages namely Rakh Rajpur, Rajpur

Koular and Birpur of Patwar Halqa Birpur and village Kartholi of Patwar

Halqa Smailpur be made part of Tehsil and District Jammu after their

deletion from Tehsil Samba. The remaining two villages of Patwar Halqa

Birpur namely Bassi Khurd and Palli are proposed to be attached with

neighbouring Tehsil Bishnah after their detachment from Tehsil Samba as

these villages are located at the fringe of Tehsil Bishnah.

8.13 As discussed in detail at para 3.6 (iii) of chapter III of this report, as also

keeping in view the contiguity and over all development of the twin lakes Surinsar and

Mansar eleven villages namely Surinsar & Chilla of Patwar Halqa Surinsar, Kothar of

Patwar Halqa Kothar & Sagoon, Kangrail, Pathwar, Badwal, Reingal, Bsail, Batlehar and

Panjoa of Patwar Halqa Sagoon, Tehsil Jammu are proposed to be attached with Tehsil

and new District Samba after their deletion from Tehsil Jammu.

8.14 Based on the positions discussed in preceeding paras, the Committee

recommends that the new District Samba should comprise as under:

a) Existing Tehsil Samba having forty Patwar Halqas with three hundred and

thirteen villages, after deletion of twenty villages – refer paras 8.6, 8.9 (iii)

& 8.12 (ii).

b) Agrarian circles number 8 & 9 comprising sixty four villages of Tehsil

Bishnah – refer para 8.10.

c) Eleven villages forming Patwar Halqas Surinsar, Sagoon and Kothar of

Tehsil Jammu – refer para 8.13.

d) Patwar Halqa Channi Mansar comprising three villages of Tehsil

Ramnagar District Udhampur – refer para 8.8 (iii).

e) Eighty one villages of C.D. Block Ghagwal Tehsil Hiranagar – refer para

8.11.

8.15 With this the total number of Patwar Halqas and villages in the new

District Samba would come to seventy two and four hundred and seventy two

respectively. Accordingly, details of Patwar Halqas and villages forming part of new

District Samba are indicated at Appendix VIII-1, whereas the map indicating the

boundaries of the District is marked as Appendix VIII-2.

8.16 It may, however, be not out of context to mention that existing Tehsil

Samba is itself a big Tehsil and with the addition of sixty four and eighty one villages

from Tehsil Bishnah and Tehsil Hiranagar it will become an unmanageable Tehsil and a

need would arise to create at least two more Tehsils within the new District Samba.

Since, creation of new Tehsils is not within the terms of the reference of the Committee,

it is proposed that after recommendations of this Committee are accepted/implemented,

the Government may like to get the reorganization of the new District Samba done

through some internal mechanisms.
