The Hindu : States / Other States : Major shake up in J&K civil, police administration


In a bid to infuse new life into the law and order machinery, the Jammu and Kashmir government on Thursday ordered a major shake up in the civil and police administration.

The decision to shift the officers was taken at the meeting of the State Cabinet, chaired by Chief Minister Omar Abdullah.

Several top officials, including the Home Secretary, Intelligence chief, Principal Secretary to Chief Minister and Divisional Commissioner Kashmir, have been transferred. 
A new post of Additional Director General (Law and Order) has been created and K. Rajindra, who was ADG (CID), taking has taken charge. He will hold the office of additional director general of police (Armed) as well. In matters relating to the law and order situations, the two zonal inspector generals of Jammu and Kashmir shall report to Mr. Rajindra under the overall command and control of State DGP.

S.M. Sahai, who was sent on a “punishment” posting to the Resident Commissioner's Office in New Delhi a year ago, has been called back to take charge as Inspector General of Police Kashmir zone.

Financial Commissioner (Home) Samuel Verghese will take charge as chairman of the Special Tribunal. He has been replaced by B.R. Sharma, the Principal Secretary in the Power Development Department (PDD).

Khushid A. Ganai, Principal Secretary to the Chief Minister has been transferred and posted as Principal Secretary, PDD. Bharat Bhushan Vyas, Commissioner Secretary, Planning and Development Department, has been posted as Principal Secretary to the Chief Minister.

K.B. Aggarwal, chairman of the Special Tribunal, will take charge as Commissioner Secretary Public Works Department (R&B). 
Basharat Ahmed Dhar, Commissioner Secretary, General Administration Department, has been posted as Commissioner Secretary, PDD. 
Mehboob Iqbal, Commissioner Secretary, PWD (R&B), has been transferred and asked to report to the GAD for further posting.

Naseema Lankar, Divisional Commissioner, Kashmir, has been transferred and posted as Commissioner Secretary, School Education. She will be replaced by Asgar Hassan Samoon, currently Commissioner Secretary Consumer Affairs and Public Distribution Department (CAPD)/Transport.

G.A. Peer, Secretary Education, will take over as Excise Commissioner.
M.S. Khan, Special Commissioner, North, is the new Secretary GAD. 
Pardeep Gupta, Excise Commissioner, J&K, has been transferred and posted as Secretary, CAPD/ Transport.

Police officers shifted include, Dilbag Singh, IGP Armed, who has been posted as Director Sher-i-Kashmir Police Academy (SKPA), Udhampur.

Naveen Agrarwal, Director SKPA, has been posted as IG Railways.
Arun Chowdhary has been posted as IG Technical Service, PHQ.

D.R. Doley, IGP CID, has been transferred and posted IG Headquarters.
Farooq Ahmed, IGP Kashmir, will take over as IGP Security. 
B. Srinivas, IGP, Headquarters, has been posted as IGP, CID.

The services of Pankaj Saxena, Special IG North, have been placed at the disposal of the Government of India for his posting on deputation.

Ram Lubahya, IGP Security, has been attached in the PHQ till further orders. 
Zahoor Chisti, IG, Technical Services, PHQ, has been transferred and posted as IG Armed/ Indian Reserve Police (IRP) Kashmir. 
Ravinder Kotwal, IG Railways, will take over as IG Armed/ IRP Jammu. 
Kifayat Haider, Senior Superintendent of Police Pulwama, will assume charge of SSP Security, Kashmir

Abdul Razak Khan, presently looking after the charge of SP Pulwama, has been posted as SP Pulwama. 
Rafiq-ul- Hassan, SSP Security, has been attached in PHQ till further order.
