CHAPTER – XIII
DISTRICT BARAMULLA

13.1 After the creation of new District of Bandipora with three Tehsils viz. Bandipora, Sonwari and Gurez as its jurisdiction, District Baramulla is still the largest District of the Valley having eight Tehsils, seven Assembly Segments, twelve Community Development Blocks, 206 Panchayat Halqas comprising 533 villages. The District is situated at an average height of 1581meters above the sea level and spread over an area of 4191 sq. kms. The District lies between 32°-58’ to 35°-50’ north latitude and 73°-45’ to 75°-20’ east longitude. It is bounded in the north by District Kupwara, in the south east by District Poonch of Jammu province, Districts Badgam and Srinagar of Kashmir province and Muzaffrabad (POK) in the west. Baramulla has a long history and is locally known as ‘Varahmul’.

13.2 Baramulla is famous as once it was called the gateway of Kashmir being located on the route to the valley form Muzaffrabad (now POK) and Rawalpindi (now in Pakistan),which was the only motorable access to the valley till construction of Jammu- Srinagar road in 1915 A.D. Baramulla for ages, experienced external social and cultural influences. Kings and queens, travellers and trekkers, saints and creators and all sort of people were charmed by its natural beauty. This was also a most prosperous trade route.

13.3 The Mughal Emperor Akbar entered the Valley via. Pakhil and spent a few days in Baramulla while the famous Chinese traveller Heiun- Tsang and Moorecraft, European traveller, also visited Kashmir through this route. It is believed that King Kanishika convened fourth Buddhist conference at Kanispora, which is now just a village in Tehsil Baramulla.


13.4 Because of its locational advantage, from the very beginning, Baramulla has attained religious importance. The Hindu Temples, Buddhist Vihars, Sikh Gurudawaras, Muslim Shrines and Mosques made Baramulla sacred for all sects, enjoying the privilege of becoming the abode of Hindus, Muslims and Sikhs living in harmony and contributing to a rich composite culture. Baramulla is also at times called the Panipat of Kashmir as inhabitants of this place would frequently become the victims of external invasions and internal strife.


13.5 The District has the distinction of being the first area to generate electricity from Mohura and thus ranks as a pioneer in the generation of hydro electricity in the state. The other two power projects namely Uri Hydel Power Project and Lower Jehlum Hydel Power project are located in this area. An extremely attractive golf ground is situated at the world famous tourist and health resort of Gulmarg. The cable car project (Gondola), first of its kind in the State is also located in this area. 


The District has many other tourist/ historic resorts such as Tangmarg, Shrine of Baba Rishi near Gulmarg and Baba Shakerudin at Watlab, Kiterdagi, Bosiyan, Shrine of Sayed Jaanbaaz Walli Khanpur, Devi Mandir Baramulla, Chatti Padshahi and Paranpillan Uri, Aryan monuments of temples built of heavy stones at Tatha Mandir Mahura, Boniyar and Pattan, Catholic church at Baramulla. District Baramulla is the famous apple growing belt of the Valley and almost contributes 65% of total apple production of the State. TEHSIL BONIYAR


13.6 Even after carving out the newly created Bandipora District, Baramulla still remains a big District with half a dozen Tehsils viz Sopore, Rafiabad, Pattan, Tangmarg, Baramulla and Uri. While the District had lost its old glory because of partition of the country, District Baramulla in general and Tehsil Uri in particular are limping back to its earlier eminence, with the opening of Srinagar- Muzaffrabad road. 


The entire Uri belt is hilly and people have to travel long distances and that too through difficult mountainous terrain to reach the Tehsil headquarters for redressal of their grievances and day to day needs. Primarily for providing relief and facility to the people the government has ordered creation of a new Tehsil at Boniyar in the Uri belt. 


13.7 For determination of geographical boundaries the Chairman of the Committee, accompanied by the members, had detailed discussion with the Divisional/District Administration. The members extensively toured the area including that of Uri, had interaction with the people in general and held detailed discussions with the people’s representatives/concerned MP, MLA. 


Taking into consideration factors like communication facilities accessibilities, conveniences of the people and administrative viability, the Committee recommends that the jurisdiction of the newly created Tehsil Boniyar should be co-terminus with that of CD & NES Block Boniyar carving it out of existing Tehsil Uri. The new Tehsil will comprise nine Patwar Halqas consisting of 51 Villages leaving nine Patwar Halqas and 44 villages in Tehsil Uri. Details of the same are given at Appendix XIII-3 and Tehsil map at Appendix XIII-4.


TEHSIL KREERI


13.8 Like wise the Government wide order no 947-GAD of 2006 dated 31-07- 06 has further ordered creation of Tehsil Kreeri also. For demarcation of geographical boundaries for said Tehsil the Committee had detailed deliberations with Divisional/ District administration on more than one occasion. Deputy Commissioner Baramulla presented an exhaustive power point presentation highlighting issues of creation of new District Bandipur, new Tehsil Boniyar as also the proposed territorial jurisdiction of Tehsil Kreeri. The issue regarding the territorial boundaries of the newly created Tehsil was discussed with groups of people, concerned MP, MLA and MLC. 


The local MLA was of opinion that the need for creation of an independent Tehsil for the area is most justified but the Tehsil headquarter should be located at Wagoora, same being centrally located and already having Block and Niabat headquarters as well as other important government offices. The MLC was of the opinion that Kreeri should be the Tehsil headquarter as already stands ordered by the government.


13.9 One of the proposals for determination of the Tehsil boundaries presented was inclusion of some areas from Tehsil Pattan, Tehsil Barmulla, Tehsil Tangmarg and Tehsil Sopore and assigning central position to Tehsil headquarter Kreeri. This proposal was considered by the Committee. It was felt that such arrangement involves inclusion and exclusion of a large number of villages from various Tehsils which in totality may not be convenient to the majority of the people for a host of reasons.


13.10 Since the Government has created a new Tehsil at Kreeri and the Demarcation Committee has to demarcate the boundaries of the said Tehsil, the issue was discussed with the District and Divisional Administration on number of occasions in view of the importance of the matter.


The Committee after considering various alternatives, is of the view that out of three Niabats of existing Tehsil Baramulla, entire Niabat Wagoora (comprising fifty villages), two villages (Nowgam Kandi and Rajpora Tandakashi forming part of Patwar Halqa Lalpora) from Niabat A Baramulla and three villages (Reshipora, Daulatpora and Chandkoot i.e. full Patwar Halqa Reshipora) from Niabat B Baramulla be formed into newly created Tehsil Kreeri.


13.11 This necessitates re-organization of some Patwar Halqas for which necessary action may be taken by competent authority in Revenue Department.


13.12 The Tehsil Kreeri shall thus comprise 12 Patwar Halqas 54 villages. Details of Patwar Halqas and villages are given at Appendix XIII-5 and Tehsil map at Appendix XIII-6.
